New food labelling regulations

I do bulks and self-packing and I'm going to have to convert to buying ready packed and phase out my bulks (beavers). The cost of driving to the cash&carry, the time taken to pack them, the greatly increased cost of the 3kg bags and these new food labelling regs (with the cost of printing my own labels) means it's just not worth it anymore.
My beavers will have to be converted to toy vending too.

I find my beavers with 20p toys in do better than sweet ones.

Ive got a couple of egg ones on 50p.

Just to be crystal clear:
I've been told bulk vendors will be illegal with up to a £2,000 fine unless they've got a label on each beaver etc with the ingredients and allergens highlighted
Correct?
