Advice please - Claw Machines

Hello,

Just looking for some information for a friend, who is thinking about trying out and building his own Claw Machine (prize every time), can he have a time limit on it, so they person plays until they win or they get bored that the machine resets after a set amount of time for the next person.

Also does he need a licence for this as dont think this is classed as a Gaming Machine (as its Prize Every time) - Sweets...lol
he has been told that this type of claw machine is typically a vending machine.
