can you reclaim vat on stock orders if you are on the flat rate scheme?

No. On flat rate you reclaim nothing apart from capital expenses over a certain amount (around 2k I think).
When you register though, you get to claim all vat spent over the last 3 years and this includes stock on hand.

Flat rate for confectionary is 4% (down to 3% for 1st year for new VAT registrations)
